Ethiopia and Regional Economic Blocs: its experience with Trade Integration in COMESA

The fundamental conclusion of the paper is that despite Ethiopia’s participation in regional economic integration schemes (both at the formation and continuity) level, its realization of concrete results from COMESA is so far very little. This is because Ethiopia’s involvement at the operation (Business) level has been weak. The structural characteristics of Ethiopia’s economy, low international competitiveness of Ethiopian businesses (associated with both the ‘demand’ side and ‘supply side constraints ‘) and weak industrial structure, lack of export-orientation by companies and lack of a favorable climate and effective assistance by the public sector for exporting, governments heavy dependence on tariff revenue, the very uneven distribution of cost and benefit of the COMESA integration scheme arising from economic differences of member countries are some of the reasons mentioned.Public-private partnership, active participation of the private sector, considering other long-term strategies that may bring comprehensive results such as entering in to neighboring markets through entry modes beyond direct exporting (which may continue to prove difficult in the short term, at least), and encouraging export oriented investments are recommended as the forward
