Health Expenditure Tracking In Ethiopia: results from Four Rounds of NHA Exercises

This paper provides the conceptual framework regarding the main tool for collecting and organizing the necessary data in the health sector. The main tool for collecting and organizing the necessary data in the health system is National Health Accounts (NHA). NHA is a globally recognized tool that helps to generate evidence on flows of funds in the health sector.NHA organizes the resource flows and presents them in a standard set of tables that facilitates the estimation process and answers the following critical questions: Who finances health in the country? How and by whom are resources managed? What goods and services are provided? It constitutes an effective and internationally recognized instrument for monitoring trends in health spending.NHA is a comprehensive powerful tool for ministries of health to better manage their financial resources. It provides the evidence to help policy-makers, non-governmental stakeholders, and managers to make better decisions in their efforts to improve health system performance. Today more than 100 countries have produced complete or partial health accounts. The government of Ethiopia adopted the National Health Accounts methodology to regularly track health care expenditures and strengthen the use of evidence in policy decisions about health care financing since 1999.Thus far Ethiopia conducted four rounds of NHA, for 1995/96, 1999/2000, 2004/05 and 2007/08. The fourth round of NHA, for instances, estimated the overall health care expenditure for Ethiopia and carried out NHA “subaccounts” on priority health areas such as: HIV/AIDS; reproductive health (RH); child health (CH); malaria and tuberculosis (TB).Results from the last four rounds of NHA exercises showed that Ethiopia’s total health expenditure (THE) has increased substantially between 1995/96 and 2007/08, both in absolute and per capita terms, but still is not adequate to provide good health for all Ethiopians
