Public Enterprises Restructuring And Privatization: Issues And Bottlenecks of Implementation In Developing Countries With A Particular Emphasis on Ethiopia

Abstract:
Privatization and restructuring programs have been prominent issues especially in developing economies since 1980’s. There is a sense that public ownership somehow leads to lower levels of efficiency than are possible under private ownership. However, privatization and private participation in infrastructure have undergone much criticism, especially in developing economies. The argument is that even if privatization contributes to improved efficiency and financial performance, it has a negative effect on the distribution of wealth, income, and political power. In this context, the paper examines the issues and processes of privatization and restructuring in developing countries. Specifically, this paper explores strategies commonly used by public enterprises and analyzes bottlenecks in the implementation of public enterprises privatization and restructuring programs. More importantly, the paper throws light on the aspect of restructuring and privatization in Ethiopia. In so, critical issues, including the strategies and approaches adopted by the government of Ethiopia and the status of the programme is appraised from effectiveness point of view
