The Development and Economics of Education in Ethiopia

Since the collapse of command economy and even before in some cases, there has been an increasing global trend towards the liberalization of economies including the social sectors. Ethiopia began to undertake such measures following post 1991. This paper reviewed the impact of liberalization in the education sector in general and the private sector in particular. Education-related information were intensively gathered from local and international sources and critically analyzed with the objective of assessing the growth and development of the education sector by giving due emphasis to post 1991 period. The study shows that following the political and economic reforms, the expansion of education at all levels (primary, secondary and tertiary) has tremendously improved to accommodate the ever increasing demand in the country. The government expenditure for the education sector as percentage of GNP (6%) and the national budget (17.5%) shows increasing improvement which this effort has brought the country forward to reach to the regional GER in primary (91.2%) and secondary (31%) enrolment in 2005/06. But there is a lot to be done in pre-primary (2.7%) and tertiary (3%) enrollment levels. The private sector’s participation in higher education with a share of 22.04% from the total has played major role in creating ample opportunity to those who could not have otherwise joined the public higher institutions, especially girls
