A simple analysis of the pros and cons of using the human development index (HDI) in human development (HD) planning and policy making in Ethiopia is made in this paper. Using data from the Ethiopian population census of 1994 basic HD deprivation indicators and two sets of HDI s are constructed, disaggregated both by gender and region. The two sets of HDIs, denoted HDI ner and HDI ger, are derived from two different ways of measuring enrollment i.e. gross enrollment ratio (GER) and net enrollment ratio (NER). The statistical analysis carried out shows that there are sever regional imbalances and gender disparities in HD. The worst performing region is afar, and the best, Addis Ababa. Gender – bias against women is also observed. In HD overall, HD in Ethiopia, as measured by the HDI is found to be very low compared to international levels targeted, the computed HDI being only 23.8% of the target level. An intuitive analysis of the implications of using HDI for planning and policy making in Ethiopia shows that it is beneficial to use the HDI at macro level, but not at micro and sect oral levels. The policy implication drawn from this is, therefore, suggest that the HDI should be mainly used for planning and policy making at the macro level
