According to the message from the CDE, lack of funding should never prevent an interested candidate from applying as 100% of enrolling students in recent years have received full or partial scholarship funding from the CDE and/or other sources.  
Finally, note that the deadline for applications of December 1 will likely be extended into mid-December next week so that candidates have time to complete the application, which does require several essays. Good Luck!
